Why are my interceptors not defending my fleet against CV attack?

The air units won't fly if the CV misses the spotting check. That is just a scout plane.

And here we have a naval interception and the interceptors do work.

So the take away is that if you move a fleet near a carrier and the carrier intercepts, land based fighters cannot help against that.
