Weird quirk with graphics override and saved games

While investigating override load order for another thing, I noticed another of the many weird quirks of this game and how it loads the Graphics Override files.

I installed the "1867 Guerre des Frontieres Beta" scenario under
Documents\My Games\The Operational Art of War IV\Scenarios\Pre WW I

It also includes custom CounterNumbers files. So I decided to place these under:
Documents\My Games\The Operational Art of War IV\Scenarios\Pre WW I\1867 Guerre des Frontieres Beta
And these were loaded on scenario start, overriding the two Section dots with a Company bar.

I know that we're supposed to place override files under "Graphics Override" but I've seen before that the game also loads files from a sub-directory of the scenario directory with the proper name. I also think this is a "cleaner" way of doing it because it avoids filling the Graphics Override folder with all kinds of scenario files.

After exiting the game and later loading the save, the override wasn't loaded. Had a look in Process Monitor, and apparently it now tries to look for the CounterNumbers files under
Documents\My Games\The Operational Art of War IV\Scenarios\Saves\1867 Guerre des Frontieres Beta

So now it looks in a "Saves" folder under Scenarios, instead of where it looked the first time the scene was loaded [X(][&:]

Maybe this is for scenario designers, to avoid having to use Graphics Override when in the Editor?
