Fog of War question

Are there exceptions to the FOW rules? Are counters ever not visible (even as generic units with no details) due to weather? Does Heavy rain or snow or blizzard keep you from seeing your opponents counters?

Are the "movement arrows" that you see from your opponent at the start of your turn always visible? I have seen many instances of my opponent moving units and no movement arrows are visible. Is it possible that train movement doesn't produce movement arrows? Thanks.

Nope all counters are visible to give that board game feel.

If the units are too far back and in very low recon level you won't see what he moved. Units that have some recon level you will see movement.
