dumb question about upgrading occupied Resource hexes

So I am taking up WiE again after a hiatus, and I have a kind of a newbie question:

Version 1.17.01 seems to have disabled the right-click option for version commands pertaining to units (e.g. Upgrade, Reinforce, Transport, etc.). Is this correct? Or is there a way to reactivate that functionality?

If not, then I am stumped as to how you can Upgrade a Resource hex when it is occupied by one of your units. The Upgrade button will work for the unit, as will the Upgrade Tool button, but I can't figure out how to get to the underlying City, Town, etc. to upgrade its air defenses. Needless to say, the Maltese are not happy!

Any help would be appreciated.

The right mouse button functionality is in the options settings under the 'Advanced' button.
Somewhere (thankfully only once iirc)in the patch upgrades it got reset/defaulted to off.
