Vichy France

Can anyone help me with how the diplomacy around vichy france works? I just had a game (Italian variant) where Vichy appeared to join the allies in 1943, whereas I thought you had to basically DoW them?

If the Allies take Paris after the USA is in the war Vichy France will go to the Allies. The Axis need to occupy Vichy France before that happens.

Diplomacy is there as an option for customer scenarios but shouldn't be played with. Thus why default it is off.
