Manchuria Question

Is it enough to station Garrisons in Manchuria to avoid Russian mobilization? Did the rules change here recently? In my past games I could always exchange the units for garrisons, but in this game I always get the warnings about keeping units in the 6 cities...

There was a thread about this a few months ago. In my experience, you need to use JA garrisons, not Nanjing garrisons, in Manchuria in order to avoid the USSR mob notice. I do not recall whether the conclusion was that this just triggers the notice, or whether it actually triggers increased USSR mob. My recollection from when this happened to me was that USSR mob actually increased, but wouldn't swear to it now.
