[Resolved] Steam - No sound issue

Steam version
Build 1134.3

Two issues I have:
1) I have no sounds at all (they are enabled in Options and work fine in another games).
2) Menu background is static i.e. there's no animation.

---This might be a behavior clue--
Windows Volume Mixer list:
First enter start menu -> Launcher, Command v1.01-Build 1134.3
After selecting quick game or load any -> Launcher, Message Log Interactive view
Return to file-start menu -> All game related mixers removed. Only System sounds and Steam remain.

Strange. I loaded up my Steam version and the world is rotating on the start menu. And I have sounds playing.
Have you validated the integrity files under the library->Command->Properties?

Yes. I also did a full uninstall, install. Also removed all workshop subs just in case.
FYI it worked fine last time I played a few months ago.

Devs/support: I sent hardware specs and logs to support email since I can't link or upload here.

Just did a full windows 10 reinstall. Problem fixed. I suspect a failed windows update broke something in dotnet or some other component. I don't know why only this program was affected.

I have almost all possible Windows 7 Professional updates installed. I also reinstalled .Net Framework 4.8. I uninstalled and reinstalled C:MO multiple times. I also checked integration of files in Steam.
I still have no sound and menu is static. Menu issue is minor but having no sounds is quite disappointing.

Any ideas what I could do or check next?

I have "Windows 7 N" edition which comes without Media Player installed.
