fort build error

Has anyone exprienced such issue. The fort build Rate is %225 never seen it before.

Yes - check it again, either during the same turn or next day. It should show level 3.

The game can only increment the construction by one level per day, so the additional engineer points are put into a calculation toward the next level of build. As Lokasenna said, next turn it will be level 2, and might accumulate enough additional points to be over 100% toward level 3. Eventually the construction point cost will catch up with the engineering points you have there.
