Modding an ongoing game?

I am pretty sure someone in the past has said there is a way to make a game you want to play moddable after you start. Anyone know how?

I know how to make a game moddable, before it is started, so you can mod it later... but not if it's already begun.

Also there are some caveats, like the date changing, and the trouble that may lead to.

Well the problem is I keep finding Bugs half way through or more. Like 1938 I get to the time I want US Iowa and cant build them LOL. Gotta start all over.

Heh,

Well, bugs have been put there deliberately so you have something to report on ;)

In all seriousness we try to get all the kinks ironed out, and give the bugs a good shake... Maybe we could have done better this time?

No you did damn good I am up to mid 42 and haven't found much that isn't explainable.

Sort of. In principle, you can make the game loadable. This is in the settings area under "Import and Other Settings". There is a box "loadable", check this before playing, and you will be able to load the current game into the editor and you can do as you wish. However (there is always a catch), this will reset the round number to 1 and the back to the first regime, so some of the events might get executed again if they are based on the round, and a regime might get an extra "turn".
