Task Priorities

How does task priorities work ? It seems that the changes we make with the sliders are not permanent. I set a slider to 0% and locked it, but one turn later it was at 4% and two tune later it was at 12%.

I have the same issue. It seems you need to push them more then once to make a drastic change. They also change every time BP production/distribution changes.
