Bug Report Disappearing Oil

I am playing WiF Global War scenario using the oil rule. The computer version uses the old oil rule that used oil during the reorganization phase rather than during choose action, which is the current RAW. At the end of Sep/Oct 1939 Germany had 5 saved oil. Germany saved all 4 of the lent oil in Sep/Oct and used 2 of the 3 oil that Germany started the turn with (saved in Berlin) to reorganize units. I am now in Nov/Dec 1939 Preliminary Production Planning and the game shows that Germany only has 4 oil. Specifically, the oil from Ploesti that was saved in Leipzig has disappeared. Attached to this message is the Sep/Oct Finalize Production screen showing 5 saved oil. I will post another message after this one that shows the Nov/Dec Preliminary Production Planning screen showing Germany starting with only 4 saved oil. Note that this is before the reorganization phase to there is not an issue of using saved oil for reorganization. The oil saved in Leipzig during Sep/Oct 1939 has simply disappeared.

No losses of saved oil due to strategic bombardment? If so, than this is a bug...

No. At any rate the oil in question was stored in Leipzig, which has a factory. Even if there was strategic bombing a production point would be lost before the saved oil. One saved oil just disappeared. The bug might be related to my saving both oil resources from Ploesti. The other resource from Ploesti was successfully saved.
