Weird bug

So I started a new game (my third or fourth now) and I've come up on something weird.

Game will not let me make a Brigade level formation.

It is coming at 0% for Brigade but for Corps or Army I get 19% and 6%, respectively.

So I think the reason why it was showing at 0% is due to me being out of IP for the turn.

But not sure why it is showing a non-zero value for the other unit size selections.

Still seems like a bug, just a different one now.

Depends on your Logistics or LIS points you have for that location as well.
Just hover over the percentage and you can see the reasons.
