Power Points?

I'm trying to build a new unit and it says I need 2 Power Points (I have none) What are they and how do you get them? I cannot find it in a search of the manual

Wouldn't you rather mean Political Points by chance? Does the game really say Power Points?

You need political power to form units, if you're running low, increase the budget of the Supreme Command Council and it's own budget for PP gain. Also upgrading your Headquarters gives you more I'm pretty certain.

That interface is not for building units, just for shuffling troops between units.

Try the button 'Raise Formation' (bodybuilder icon).

Experimenting with that merge screen shows that a power point is one unit of men or equipment: 100 infantry, or 10 vehicles. It is the number that is shown on the counter, generally something from 1 to 48 (highest I remember I have seen, but I guess late game there will be larger units.
