Civilization score and other issues

I can't build the second level of Barracks, Hospital, etc. in my capital, because the game says I need a Civilization Score of at least 2 in order to do that. However, my city shows a Civilization Score of 4.

I've also had a problem since the beginning of the game where one of my militia... brigades? (I don't know what you call any of those military groups) won't get a replacement unit. This happens even when the militia brigade is sitting in my capital city.

All other replacements work fine, for my militia and my regular armies. But I've had a permanent note in the list of important issues that the SHQ couldn't replace that unit.

That second problem is no big deal. I just thought I'd mention it. I'm having a lot of fun with the game, even though I'm not a wargamer (but I do like 4x science fiction games!) and even though there's a lot I don't understand.

I can't speak about the Civilization level other than saying I've been speaking to someone who noticed the Civilization score of the regime didn't seem to follow the calculation formula stated in the manual, upon which I advised them to shoot an e-mail to VR Designs to report the issue and provide a savefile.

As for militia reinforcements, I was at first thinking it was not working, as my militia units looked like they were doomed to slowly thin out into oblivion because of attrition. But since then, I have personally witnessed the Zone Militia abstraction sending reinforcements to militia units via the zone SHQ.

I suspect your issue stems from either an inadequate logistics network, or the fact that your current militia troops on the map outnumber the maximum number the militia headquarters can support. You can find data when you select your zone's capital then click on the Militancy number box. Then, in the leftmost field of the bottom tab display bar, you'll see those stats.

For Zone Militia to reinforce your militia units on the map, you have to have a good Militancy score and a militia Current Size not much greater than the Maximum Size.

You really have to understand this Zone Militia operates as some sort of SHQ beyond your direct control. You only really influence it via your Militia relationship score as seen in the regime profile overview under Reports > Overview > Regime profile, by the way of Decisions. Again, I was thinking it was bugged at first, but eventually noticed it works. It's somewhat obfuscated and needs some head wrapping around to grok, but it can work.

P.S.: Most of militia units are either battalions or regiments (if they're bigger). You can observe this when looking into the OOB tab (top right tabs). That's something I was not familiar with when starting playing and learned in the process.

You also need a higher level city.
Is your city at least level 2?

If not the message is misleading as the problem is your city level.

The manual says that civ level "is based on the square root of the average Civilisation Score of your Regular Zones."

Correct.

Small revision of manual: "is based on the square root of the average Civilisation Score of your Regular Zones and then minus 1."

So average Zone Civ Score of 9 would give you Regime Civ Level 2
So average Zone Civ Score of 16 would give you Regime Civ Level 3

Maybe. I didn't realize there was a difference. I've only got one city and one zone. Most of the zones around me are filled with wild animals and have no cities, so although I've been expanding in size, I still have only one city.

And I just looked on the city screen where it said "Civilization Score 4." Where do I find the "Civilization Level" listed?

(I just checked, and it is the Civilization Level, not the Civilization Score, which is the bottleneck. But since I have only one city and one zone, those should be the same thing, right?)

Wow! So I need to get from 4 to 9 before I can even build the second level of QOL city improvements? How could I ever do that, without being able to build QOL improvements?

Yes. My city is at level 4, and for other things (except the QOL improvements), I've been able to upgrade buildings to level 2 (or even higher, if I wanted to).

It's not logistics, but I didn't even know there was a maximum number of militia. I don't have anything to do with that, not directly. But it's just one militia unit with this problem, and it's been that way nearly since the start of the game. I've received other replacements and even new militia units since then,... just no replacement for this one small group of militia infantry.

It's not a big deal, admittedly. It's just one small militia unit. Maybe no one likes to work with those guys. [:)] But I'll check the maximum. Thanks.


Thanks again for the replies. The militia problem is no big deal, but I'm still wondering how I can increase my Civilization score when I'm not allowed to build more QOL improvements.

According to the manual, the city Civilization score is based on the QOL. I need a city Civ score of 9 apparently (before I conquer another city, or I'm screwed!)

My current city Civ score is only 4. My current QOL is 8, so that should be increasing. But I'm not even allowed to build more QOL improvements, so how do I get my lone city's Civ score 5 levels higher (in order to get a regime-wide Civ Level of 2)?

Even if I never take another city - and I was planning to do that immediately - that seems flat-out impossible. Or are there other ways of vastly increasing my QOL score, and thus my Civ score, without building QOL improvements?

PS. Apparently, QOL is calculated based on the city level. I didn't realize that. (I still don't know how this is calculated, exactly.) But I seem to be in a Catch-22 situation because I raised the city level to 4, right? I can't get the QOL high enough both because I can't improve any QOL buildings and because my city level is too high?

Is it start-over time? Or is there anything I can do about this now? I was just about to conquer a minor regime (only because a militaristic major regime was already at war with them, and I didn't want the major to get their city). But if I do that, this probably will be even worse. Well, I'm not sure if you can get worse than "impossible." Heh, heh.

Or am I missing something?
