When does the private sector construct buildings?

The city has 176.300 population and only 117.500 jobs for them ( Worker: 25.200 so total 201.500 people).
It has 56.078cr stored. Sufficient private food. 100 happiness and 100 loyalty.

Is there anything to convince them to fucking build something?

I agree that with such an amount of Private Funds it looks rather weird.

Maybe they ran out of stuff to build? Or private assets have already reach the current maximum possible level and you'd have to increase the City's or the Regime's Tech or Admin Levels?

Otherwise I can't think of anything other than building a road leading to an unexploited resource deposit if it happens to be present.

I think the private economy has abstracted scaled want/needs it fulfills. For example the first oil deposit I found private construction immediately started.

I see no police stations, museums, bordels, casinos etc. so many building not even level 1

There have been reports of the Private Economy getting "stuck" on buildings outside your supply network:

And of course, their buildings are capped to city level (but generally only go up to level 3).

The city is my capitol. So it should be in my supply network.

Do private buildings require metal? So do they buy metal from the marktet? Because in this game I have emga bad luck and there is no metal. I never found it any so far. The traders also do not sell the metal.

My thesis. My private industry can not expand as there is no metal on the market.

Yes, the manual says that the private economy has to buy materials from the market in order to construct assets.
Not affiliated with Slitherine. They added it to my name when they merged the Slitherine and Matrix account systems.
