Possible bug too many militia bn's

My main city is Caldos, I now I have 17 Caldos extra militia Bn's that have been generated automatically, and its turn 20. Every turn militia Bn's are popping up like popcorn!

I have not seen the game produce so many and the main change is I am now running 1.02

I guess there is one other thing I have done different this game, I saw a new card to get people to move from the free folk to the city, I played the card and got +16k people moving to the city, is this why i'm getting a ton of extra militia?

Wouldn't you happen to have the regime feat associated with having a Fist profile higher than 40 that gives a chance to get free militia, Voluntarism?
Although you would probably still have been very lucky with the rolls.

You probably should look it up in the manual then, but for starters there's a section on them under Reports > Overview, or you could look at Management (MNG) then Profiles (PROF).
