Taking land units as an example: Carriers tend to have Attack 0, increased by tech 1 point per level.

It's actually 0.5 per tech level, so it only improves their attack values when at level 2.

t's actually zero against land units, but it can be increased to 1 if upgraded to level 2 of Naval Weaponry.

If carriers base level attack strength against Hard targets is zero, why do they do any damage at all? Doesn't zero mean zero for combat effectiveness?

I am reviewing this thread again, since in my current PBEM game it is May 1941 and two British carriers, plus two Medium Bombers and one fighter have been devastating my land position as Axis in North Africa. In the last turn, they destroyed my level 9 fighter in one turn, when it rose up to intercept incoming waves of British air power. Admittedly, my fighter was sitting on a supply level 3 hex, so I was not surprised that it took casualties. But I did not expect it to get destroyed in one turn. I could operationally move my one Italian fighter to Libya, but it only gets one strike as I have not (yet) invested in Air Warfare tech for Italy. Alternatively, I could operationally move one or even two German fighters from the Eastern Front, where I have just launched Barbarosa - but that's expensive and weakens my air power on my main front. Or I could hope to survive the land unit bombardment on the Africa Korps until I get level 2 AA tech in about 5-6 turns. Any advice on what I should do?

This is because every combat result also has a dice roll included that could make it differ from -1 to +1, and so the Carrier will at times cause damage.

Bill - that makes sense. I assume the same principle is at work when combat predictions between two land units show a 0:0 result. Sometimes, you can still get a hit on either side.

Yes that's right, all combat results involve a dice roll that can adjust the predicted losses by 1.
