They may come to your city if it is pleasant enough.
You can see how many come to you or leave for the Freemen every turn.

Yes, there's a chance you will find some form of treasure (resources, credits etc.).

In my current game, only still a single city, there are several Free Folk settlements around whose migrants now make for a large part of the population which has almost doubled in 15 turns or so. That's good to me.

In short. Not really. You get a one-time bonus for hold the hex the first time. Then after that you just need *some* in your zone in order to get new population. But you don't need to hoard them or sweat losing them.

1. The first major regime that moves a unit close to them, will always find a treasure. Can be Credits, can be a few hundred Laser Guns and Combat armor from the Galactic Republic, can be a Monitor Tank (think Overlord tank from C&C).
2. And if the city of their zone is happy, they will become population of that city. Freefolk will also move into zones where there is less of them (propably becuase of a happy city).
Freefolk is easily the biggest source of population growth in the game.

Migrants of player-owned cities (and AI-owned cities) can also cross zone borders. I imagine Free Folk can do too? But now I'm suddenly not so sure anymore.

Thos migrants are the exception, not the rule. And are usually Empire Internal only, or based on Events.

Usually people "go to the free folk" of the zone, not migrate outright.
However the free folk will always "Osmose" over to a region where there is fewer free folk - likely because they become citizen over there.

So if you attract Free Folk, more will Osmose into your zone., gibving you more to recruit. If you loose people to free folk, the will propably osmose out of your zone.
