Research BP capped at 100

BP assigned at start turn is higher than 100 BP, but the summary says "With 100 BP available we have..." and the tech progress aligns with 100 BP increased by modifiers.

Apologies. It should have suffered a reduction above 100 BP not a full cap. Will fix in the upcoming Open Beta.

Holy shit this explains a lot of why it was so impossible to actually reach lategame techs.

Is there a Advisor warning for this?
Or some other clear indicator?

Because it sounds pretty important to know :)
