Is the setting always post-apocalyptic?

As in the title. Is the setting always post-apocalyptic, or is it possible to start a "colonisation" scenario or something similar.
I need ten females for each male...

Always post-apocalyptic. Thematically the game is always set on a single planet of the fallen Galactic Republic and you are always one of the societies of survivors trying to rebuild planetary civilisation and, from there, possibly the stars. The stars are out of game scope though in game.

You can start with an OK tech level though.
