Add Construct to RMB menu on hex

Add Construct to RMB menu on hex

When rmb clicking on a hex we have a list of options, including Construct Road, it would be nice if another button is added like 'Construction' which would open up the same construction menu we to build a Truck station or other types of buildings etc.
