Expanded Diplomatic Options with Minors

I would like to be able to antagonize minors i am at peace with to drop our relation to justify wars. Transmute political power into posturing and projecting to sell the idea of war to the populace, a time-honored strategy of tyrants the world over.

Actually, is it possible to use stuff like "TV" or leaflets etc. for propaganda purposes? If so, are there strategems we could play to perhaps create some propaganda against the minor regime? I'd at least like the ability to be able to spread unfounded and baseless accusations about the evil deeds they commit, such as kidnapping our children in the night so they can use them as slaves for their mutant potato farms!

I'm thinking stuff like the above would both reduce relations (once they got wind of what we're saying about them) while simultaneously increasing the local populace's thirst for war...
