Major/Minor Powers Balance issue

I noticed a Major/Minor Powers Balance issue on lower difficulties.
As they do not receive a big start bonus they struggle to survive against minor powers.

Example: A single minor is sieging 2 majors [:D]

Don't worry it's temporary usually once they tech up they go blitzkrieg.

What kind is the minor? It maters, as some like Raiders and Farmers can have powerfull starting forces.
