Beta: destroy roads consequence

Before the player destroys a road network, they must ensure to turn off traffic signs (if any) at any junctions that are removed.

If not, the traffic sign will remain, but the UI will make it impossible to clear the sign without clearing all traffic signs on the map.

Recommend traffic signs are cleared at removed junctions.

Destroy Infrastructure destroys both road and rail in hex junction.

Recommend a separate command for each.

If you have a few IP's to spare, you could just build a new, 1 hex dirt road out of the traffic sign hex. Then remove the traffic sign and delete the new road. [:D]

I'll make Road demolition also remove Traffic Signs
