Private Asset Strategems fault error message

If a City can not be given the 3rd level of a Strategem based Public Asset due to not being Level 3 yet, the Error Message will be "Already has a Level 3 of this Asset".

Correct would be: "Can not take Level 3 Assets" or "can not take assets of this Level".
Maybe: "Already has Level 3 of this Asset or can not take this level of Asset", if the two cases can not be distinguished.
