Zone borders

In the game I am playing I have come across 2 minor capitals that the neighboring major power had almost surrounded but didn't finish. This left a too narrow corridor to create or change hexes to the new zone because it is only 1 hex wide and you need two connecting hexes to add the hex. The only way to expand is to declare war on the major and take those hexes. Im am not ready to do that yet. I think there should be an exception to the rule in cases like this.

Just make a road through it and get a city on the other side.

If you are trying to go through a small corridor, you are propably ending up with incredible admin strain anyway.

I do have a road through it. In fact I have a railroad through it but because I dont have two hexes at one point there I cant change the next hex to the new zone.
