1.03 organization budget priority sliders are bugged

When changing budget priorities of organization (any council) it seems only half of the difference is actually applied. For example, changing it for Military Research Council from Research/Discovery = 50/50 to 10/90 will actually change it just to 30/70. The issue is always present, so changing it again 30/70 => 10/90 will result in 20/80 etc.

I dont think than its bugged, for me its more than they dont obey me 100%, since I noticed than depending on the relation with the council member they follow your instructions at 100% or not.

I guess this requires clarification then. Personally I don't really see a point of it being a design choice. Logically it doesn't really matter for an organization what are they working on, as long as their overall budget stays the same. Technically it can be spammed virtually any number of times per turn for just 1PP or exploited by setting the sliders to twice the target. Additionally I'm pretty sure I had some of the council leaders at 90+ relation, and it didn't matter. Honestly it feels more of a chore and a fight with the GUI.

I've tried to focus my Foreign Affairs Council at 100% for Minor Regimes. Despite that, it always goes to 12% Major Regimes and 88% Minor Regimes.

The Councils and their rules are the least focused part of the manual as well. Information about them is spread around in every section.

I think there is some kind of points system that leads to rolls for the stratagem cards. Each card has a cost in points. As the points increase it becomes easier to make a roll for a higher cost card in that Council's area. If the roll succeeds, you pay the cost, which lowers your points. This is all just a guess, however.

It's reasonably well documented in manual under 5.6.4.1. Organizations (p. 214), but most of all there's an in-game report tab called "Organizations" that lists exactly what various budget categories do, and yes, most of them generate various stratagem cards.

As for the issue you wrote about, you can call the council leader several times in a row and it will eventually go to 12/88, 6/94 etc if you keep setting it to 0/100.

Thanks for the heads up about the manual section. I missed it until you pointed it out.

As a new player you don't see anything in Organizations until you have already selected the council.

My understandin was that Leaders would not translate your given budget split 1:1, if they did not like you perfectly.
That they prefer their own profile over your choices, where applicable.

Are you saying that is not actually a feature?
