Cant see zone borders over Mountain Snow terrain - important for Zone Border Mode

Zone border over Mountain Snow terrain are basically invisible (top left in the screenshot).

Not very important in normal gameplay, but annoying when in Zone Border mode trying to readjust zone between cities.

The suggestion is to change zone color to something more distinctly visible only when entering the Zone Border mode.

How about white dots with black border? That should always be visible.

FYI, as a pure graphic mod it may be doable already.
