Private Assets causing Administrative Strain

The problem is when my army is closing in on an enemy city, and stepping on a hex with some rural private asset (a farm usually). It's like stepping on a landmine, production-wise.

It immediately gets assigned to one of my cities which is often quite far away - and may cause a large penalty to all production in that city next turn. Unlike public assets, which I can close/mothball, I have no tools at my disposal to handle this - can't mothball a private asset. Assuring no logistical points to that hex does not help.

Possible ideas would be to not count private assets for admin strain (or at least not include them in the numerator of the strain formula), or perhaps not count private assets which have no logistical points (more fiddly to work with, but possible).
