Relationship penalty against leading Regime

Should there be a modifier on relationship against the leading regime (e.g., leading and above 30% Victory score) to sort of create some chanllenge for the dominatning player?

Kind of get less challenging once reached that level with the AI ganging up against you...

The other major regimes can indeed be too easy to manipulate, so that could be a way to combat that a bit.
