"Ask for Help" strat on a Major at War

The "Ask for Help" strat is being allowed to be executed on a Major at war - supposed to be limited to Friend/Ally.

The targeted regime is a Major which I conquered and has a single empty hex left on the map. Technically it still exists and we're at war.

Thing is although at war they really wanted to be your Friends logical seen their particular situation
