Quick terms to know:
* Order of Battle (OOB) - organization diagram of a HQ and its subordinate units
* Table of Organization and Equipment (TO&E) - list of authorized model types in a unit; full strength unit contains 100% of its authorized model types on-hand; this measure is also called unit integrity
* Echelon - hierarchy of military units, each with a leader or commander; for combat forces, roughly describes the magnitude of the force; from lowest echelon to highest: Battalion (II), Regiment (III), Brigade (X), Division (XX), Corps (XXX), Army (XXXX) (in this game).
As an example, the OOB of an Infantry Brigade may contain five (5) Infantry Battalions. Each Battalion might have a TO&E of 1,000 infantry-type models. The Brigade HQ (HHC) may have a TO&E of 500 infantry-type models. In practice, the player raises the formation based on the OOB template, but chooses their researched model designs by type to fill the authorized strength. Most notably, you can mix non-obsolete models of the same type.

As background, the Staff Council discovers OOB's and also performs an operationalize task. A player can use the OOB once both steps are complete.

Per the below image, to view discovered OOB's, the overview report is located in Reports > Overview > Formation Types Overview.
The report provides the name and state with the organization diagram of each OOB. Each icon represents a separate, controllable counter of the echelon and type shown. See Anatomy of a Unit Counter for more details about unit counters.
The player can select a unit's icon to view its TO&E.

Finally, per the below image, from the overview report, the player can view the TO&E of each unit.
Note the OOB allows two added auxiliary units. For example, after raising the formation, the player may optionally attach two independent tank battalions under this Brigade's HQ. Frontline units restricts the echelon of the auxiliary attachments.

Many players expressed a preference for the Siege formation. Infantry and artillery are designed to work together in the game.
