Odd blackmail proposal

A Regime that threatens me every once in a while made an odd threat. Saying they would invade if I didn't pay 0 credits and to really make them happy I could double that to 0 credits.

Not sure if this has been here from beginning. I dont think so. Might have been caused with beta-5... Will fix it for beta-6
