Free Worker happiness from dropping Worker salaries

I saw it in this video:

and can confirm it for 1.03beta5

The trick seems to be:
- call Governor, reduce worker salary to 0. Worker happiness will not drop.
- call Governor, get sallary back up to where you started. Worker happiness will increase (in the 2 digit places)

That hack has been around since beta. Agreed, it's an exploit.

Ah its only with 0 setting this happens. Thanks for reporting.
