"Zone in Conquest" should not expand

The moment a city is conquered, but before its control passes to me (next turn), this city zone expands considerably, covering territory belonging to another of my zones. This zone is marked "Zone in Conquest"

Until the start of next turn, I cannot build roads (even if before stepping onto the city, these hexes were part of my own zone and roads could be built), and switching zones using Zone Border mode is impossible.

This zone should *not* expand into my territory upon conquest. Ideally conquered cities would only include a small zone around them after conquest, so I can then choose next turn which hexes to include in the zone of that city.

This doesn't address your your comments, but you can change zone borders with Map Orders Modes > Zone Borders for free. It's actually a very handy tool for many things. The borders of your regime's zones is one of the most easily customizable features in the game.

For example, you can significantly reduce a zone's borders during times of high unrest. [;)]

I know. Note that I've wrote above: "... and switching zones using Zone Border mode is impossible" in this situation (until next turn, when it's no longer "Zone in Conquest").
