Assigning 0% priority to task still assigns BPs to it. 1.03beta6

Assigning 0% to both Prospecting and Economic Policies task, still generated 8BP and 9BP, respectively.

Nice catch. The 0% doesn't properly overwrite the previous setting. will be fixed upcoming open beta.
