Public open-Air farm placed to close to Private one

I rolled a planet with farming.
The private open farm was placed in the city. The Public open farm was placed only 2 hexes from the city - right in the private farms expansion area!
Thus far it seems the Public Farm has dominance over the Farmland hexes, if both are in range.

A idea distance would propably be 6 - 3 for either farm, and just barely inside the no-strain zone.

Alternatively - because it is a lot less vulnerable to disruption - the private one could be kept a Dome Farm. Open Farming would be highly disruptable by enemy actions near the city, potentially causing Private Food Shortages.
