I am guess the game tried to replace teh faction leader with someone that had more seniority, but it failed.

Nope - two members. The one on the left was fired, the one on the right was already in the reserve pool.

I got a similar bug with a 6 Leader Faction. Propably happened when I shuffeled them around the Cabinet.

The issue fixed itself next turn, when a new/old leader was chosen. The only effect should be, that for 1 end turn the leader is affected like every other member.
