Supply bases work on any spot of the Line - including the 1st or same hex

Currently Supply bases apply their expansion effect, when palced anywhere on the line:
- Having supply bases just teh hex outside your city on each road is perfectly viable.
- as is putting the base on top of a truckstop you put in the wild
- supply bases reportedly also stay if a city is founded on top of one

For me supply bases don't seem to work at all. With the initial LPs overlay on I can see nothing change when a supply base is built along a route. The initial points continue to decay exactly as before. E.g.:

Hex1(Truck Station) - Hex2 - Hex3 - Hex4 - Hex5 - Hex6(Supply Base) - Hex7

With or without a supply base on Hex6 the initial points at Hex7 is the same, so I don't know what's going on, but for me seems a waste of time and resources.

The Traffic sign lists every single truck line going through a hex. Including how many AP they used, free Truck AP.
