Russian fleet killed in the winter?

Please help us understand.
End of turn comes around in Nov/Dec 1941. Last impulse is blizzard in the Artic.
The Russian Baltic fleet has been raiding german shipping during the turn.

When we arrive at stay at sea all of the ships are killed.
How come?
From our understanding that would happen if the ships wanted or needed to return to base, as all harbours are iced in.

This will probably go down as one of them rules we have done wrong for 20+ years.

no they are destroyed if the ports are ice-in .. even if the could stay at sea

13.4 Return to base
Destroy any unit (checked individually) that has no base to return to. It
makes no difference if a unit couldn’t return to base because it was out
of range or was blocked by naval movement restrictions (see 8.2.10 and
11.4.4).
Destroy any unit at sea that couldn’t have returned to base (even if it
could stay at sea).
