How to get more troops for existing squads

I know I'm not real keen to be asking this but please help. How to get more troops for existing squads and/or create a new squad.

To upgrade from Battalion to regiment and so on use the TOE command on the right side for the unit. For replacements you just need logistics to the unit and troops to distribute.

Are you asking how to raise new units? There's a "Raise new formation" button on the right-hand bar, the button that looks like some dude flexing. You can either raise a OHQ with five attached combat units or an independent single unit.

It show I have 2300 reserve and each formation requires 17000 minimun ? How do you raise an independent single unit ?
