Not sure what I have to do to meet the demand below. Can't seem to find out where I get information on my current Bureaucratic Asset level and what I have to do to get to the next one.

Level up your bureaucratic assets or build more of them - i.e. your high command and bureaucratic offices. If their levels combined add up to 3, job's a good 'un.

Same applies to all asset level goals, so if you get something about "increase private asset level to X," either invest money in the private economy until they build more stuff or play some cards that add private assets.

Edit: Like with that example specifically all you need to do is build one other bureaucratic office or level up the one you already have and you're done, since they mentioned you're already level 2.
