Number of Minor Regimes

So when I create the largest world I could, it said there was 6 Major Regimes and 84 Minor regimes. When I looked at the map I only saw ~40 cities, I did it again and ended up with ~35 when it said there was going to be over 100 minor regimes.

Has anyone else encountered this? I mean I don’t have an issue with there only being like 40 minor regimes but it’s odd how I have significantly fewer AI opponents than expected.

Not all minor regimes have cities - nomads in particular just occupy empty territory. Arachnids and AI might also go without cities - haven't faced them yet, so not sure.

In addition to what Tomn said above, I've been paying attention to the War of Dissolution screen and I've seen over a dozen territories destroyed by war, violence, plagues or other disasters.
