I believe naval warfare plus ocean planets won 'preferred expansion direction' in the first advisory poll Vic put up. No guarantee that it will actually be implemented first of course.

Checked. It did at 154 votes for navy to 130 for airforces.

So it'll come but it will take a couple of years.
