Do deferred choices still change your regime profile?

Periodically I get stuck with choices with no "right answer". Since i'm trying to maximise my three ethics as much as possible, I just avoid choosing. Does this work, or do you still get the Ethics points when it's your secretary choosing?

Depends in some cases your sub leaders may decide for you.
Favoritism is alive and well here.

Your profile should still change if secretary or other Leader makes the decision for you.
