A Leader cannot execute stratagem on self (Interior Council) 1.03b9

The Leader-targeted stratagems, such as "Medal of Merit" and "Official Gift" cannot be executed on Director of Interior Council.

That is the Director responsible for the execution of the stratagem and the error message is that they cannot execute it on self.

Presumably, in such a case the fallback should be Director of Supreme Command Council (which would execute this stratagem had there not been an Interior Council) or maybe the Secretary.

Yes I also faced this issue, but early in the game without Interior Council when the Supreme Council Director couldn't pin a medal on his own chest (even though the flavor text says I do it).

Imo these Stratagems (medals, credit gift) should be possible to be done on everyone. If I tell someone who works for me: "you can have €200, go ahead and take it from the til", they're not going to be unhappy about it. They may be just as happy as someone who gets it from a different employee of mine.

The Authorit stat very explicitly mentions that "getting a Medal from someone with high Authority is better".
And that may not be the only thing that maters.

Making an exception for Medal of Merit next version. It is indeed given by you and not the Director.
