according to the Stratagem Encyclopedia only foreign aff. cauncil can produce the "propose peace"

card, so how come i have had 3 or 4 of them without it?

according to the stratagem generatino overview i have a 15% change of generating a propose peace card, without said council (i had 3 minorDipCardPoints available for generation of Minor Dip...).
Who generates those points and how would i go about in figuring such things out of the encyclopedia is misleading a lil bit here?

The Supreme Command Council can also produce a few very basic cards, with Propose Peace with minors being one of them.

how do i figure out which ones it can produce?
how are the chances of that? is it worth to get a foraign council only for offer peace?

The Supreme Command Council is able to generate a very limited subset of cards from every other Council.

Of course, getting the proper councils means the SSC can focus more on generating PP, you have a way wider range of Stratagems - and you got one leader Specializing in that task, rather then the SSC having to do "basically everything".
