Raise formation with OHQ?

So why is it that a lot of new formations can only be independent rather than under an OHQ?

You have to have a Staff Council to discover and research new Order of Battle/OOB before being able to build fancier OHQ formations. You can also attach independent units (upto two) onto an OHQ by going to Unit Admin and Change HQ. So you could make a Motorized Infantry OHQ, and attach two Motorized Artillery units to it.
