Incorrect Raise Formation % presentation (missing PP) 1.03b10

Raise formation screen shows 0% of formation can be raised (due to lack of troops, although plenty are available), next detailed screen indeed shows 100% across the board.

BUT, what's actually missing is PP (requires 2, present 1).
Raise Formation can still be clicked, resulting in -1 PP.
