Relation change due to Anima Cult activity has no effect 1.03b11

Cult reports section claim the cult reduced relations with some leader.

1. This effect does not appear anywhere in the text about this cult (Anima). This cult also actually lacks the mouseover tooltip with details about its effects, positives/negatives.

2. There is no *actual* relation change for the mentioned leaders (or the cult).

It's even weirder actually.
On the next turn:
1. The cult report states that a leader (Ivy Arrakis) was harrased and has rel -11
2. That leader has no actual rel change
3. *Another* leader, has a *tooltip* claiming a -11 rel change, but no actual rel change.


On a separate note, once this is fixed - having multiple leaders getting -11/-15 rel change (when it actually works), turn after turn, seems a rather harsh cult downside.

It seems they do that to everyone with Egoism > 50. Except people that are following the cult.

So it is more a "recruitment drive".
